Massachusetts State Requirements

Continuing Education Hours

  • 60 Hours in first Triennial Period Including 3 hours of Ethics.
  • 45 Hours Triennially thereafter including 3 hours of Ethics.

License Renewal

  • License renewal date is the date license was issued.
  • Effective September 17, 2014: The CE compliance period is now based on the license renewal date, which is every 3 years based upon the licensee’s date of birth. The Division of Insurance has determined that any licensed insurance producer, whose license is scheduled to be renewed between September 17, 2014 and December 31, 2014, shall have until January 5, 2015 to comply with the continuing education requirements.

Courses Subject Requirements

  • At least one credit hour should be completed in a course approved for lines of insurance for which license is held.

Annuity Requirement

  • Regulation 211 CMR 96.00: Insurance producers that sell annuity products must complete an approved one-time program of instruction or seminar equivalent to at least 4 classroom hours of instruction.
  • Effective July 1, 2016: Insurance producers who hold a line of authority on July 1, 2016 and who desire to sell annuities shall complete the requirements on or before December 31, 2016.
  • Individuals who obtain a life insurance line of authority on or after July 1, 2016 may not engage in the sale of annuities until the annuity training course required under this subsection has been completed.

Ethics Requirement

  • Effective September 17, 2014: 60 CE hours, including 3 hours in ethics, are required for the first 3 year license term following receipt of an insurance license. After the initial term, producers are required to complete 45 CE hours, including 3 hours in ethics, every 3-year license term.

Long Term Care Requirement

  • An individual shall not sell, solicit or negotiate Long Term Care insurance in the Commonwealth unless the individual is licensed as an insurance producer for health, accident or sickness and has completed a 1-time training course. The training shall meet the requirements set forth as follows:
    • The 1-time training requirement by this section shall be not less than eight (8) hours and the ongoing training required shall be not less than four (4) hours every 24 months. For those producers who have already taken a six (6) to eight (8) hour Long Term Care training course; they will now need to take an additional two (2) hours course in Long Term Care with the MassHealth requirements.

Carryover Requirements

  • Up to 45 credit hours can be carried over to the next compliance period.

Course Repetition

  • Credit will not be given for a course that is repeated within 3 years after the first completion date.

Final Exam

  • Self-study examinations must be proctored by an approved disinterested third-party. The proctoring process must ensure that the examination will be completed by the student, on a closed-book basis without assistance, and the specified conditions of administration are observed. Note: The monitor cannot be a family member, nor can it be someone who has a financial interest.
  • Specific Monitor Affidavit Needed.

Exemptions

  • Non-residents, if licensee meets CE requirements for home or any state where an active license is held.
